ABSTRACT

La relación de la tuberculosis, el Bacillus Calmette-Guérin y las vacunas de tuberculosis como dominio bajo estudio, parte del hecho de que la única vacuna disponible hoy para prevenir la tuberculosis en humanos es la BCG, y el mejoramiento de ella o el desarrollo de nuevas vacunas es estratégico para el control de esta enfermedad. Este estudio pretende contribuir con estas importantes investigaciones a partir de los estudios patentométricos, y tiene como objetivo realizar un análisis métrico que permita describir la productividad de patentes sobre tuberculosis, Bacillus Calmette-Guérin y vacunas de tuberculosis en un determinado periodo de tiempo. Para el estudio de la productividad se analizó el comportamiento de indicadores temporales y geográficos en el dominio, en el que se utilizaron técnicas y herramientas apropiadas para los documentos de patentes. A la investigación de la tuberculosis como enfermedad infecciosa transmisible se le han dedicado grandes esfuerzos. La tuberculosis fue considerada hasta hace poco un problema de salud de los países en desarrollo, mientras hoy, con la reemergencia de la enfermedad, los países desarrollados han acaparado su investigación; sin embargo, estos esfuerzos no han sido proporcionales con la investigación dedicada a una nueva generación de vacunas contra esta enfermedad y no existen nuevas patentes que lo demuestren...


As an object of study, the relationship between tuberculosis, Bacillus Calmette-Guérin and tuberculosis vaccines starts from the fact that the only vaccine currently available to prevent tuberculosis in humans is BCG, and its improvement or the development of new vaccines is a key strategy to control the disease. The present study intends to make a contribution to such important research from a patent metrics perspective. Its purpose is to conduct a metric analysis allowing to describe the productivity of patents for tuberculosis, Bacillus Calmette-Guérin and tuberculosis vaccines in a given time period. For the productivity study, an analysis was carried out of the behavior of temporal and geographic indicators in the domain, using techniques and tools suitable for patent documents. Research into tuberculosis as an infectious communicable disease has received great attention. Until recently, tuberculosis was considered to be a health problem in the developing world. However, after its re-emergence, research has been mainly conducted in developed countries. But such efforts have not been in proportion to research aimed at developing a new generation of vaccines against the disease, and there are no new patents supporting them...

La progresiva incorporación en las últimas décadas del conocimiento a la economía, exige que se perfeccione la observación del entorno y su análisis, con el objetivo de generar un nuevo conocimiento que responda a las necesidades existentes de lograr un mayor impacto de los proyectos de I+D+i. En este artículo las autoras describen una metodología para la gestión y generación de conocimiento. Se identifican los factores críticos de la metodología (FCM), y se profundiza en ellos, los cuales se definen como etapas determinantes de esta. The gradual incorporation of knowledge to economics in recent decades has led to the need to improve the observation and analysis of its environment with the purpose of generating new knowledge aimed at enhancing the impact of R/D/i projects. In the present paper a methodology is described for the management and generation of knowledge. Critical factors in the methodology are identified, analyzed and defined as determining stages within it. Attention is paid to the flexibility of this methodology and its applicability to a variety of cases, and reference is made to some studies in which it has been applied...

OBJETIVO: Analisar a inovação tecnológica brasileira na área de radiologia e diagnóstico por imagem, em termos de indicadores de patentes. MATERIAIS E MÉTODOS: Este é um estudo analítico-exploratório de informações recuperadas por meio de consultas cruzadas nas bases de dados dos escritórios de propriedade intelectual do Brasil (Instituto Nacional da Propriedade Industrial - INPI), dos Estados Unidos (United States Patent and Trademark Office - USPTO) e da Europa (European Patent Office - EPO). RESULTADOS: Foram encontradas 277.057 patentes. Desse total, 7.800 foram registradas no INPI (3 por cento), 65.428 (24 por cento) registradas no EPO e 203.829 (73 por cento) emitidas no USPTO. O Brasil é o país signatário em 1.732 patentes publicadas no INPI, 80 no EPO e 26 no escritório USPTO. Globalmente, 219.993 (79 por cento) patentes referiam-se a dispositivos eletrônicos ligados a informática em saúde, ultrassonografia, ressonância magnética, tomografia computadorizada e procedimentos de geração, comunicação e arquivamento de imagens, e 57.064 (21 por cento) das patentes tratavam das tecnologias relacionadas a radioproteção e dosimetria, física nuclear, eletroterapia, terapia magnética e radioterapia. CONCLUSÃO: Os resultados obtidos apontam para a fragilidade da produção nacional de inovação tecnológica registrada em patentes, no campo de radiologia e diagnóstico por Imagem.


OBJECTIVE: To analyze the Brazilian technological innovation in the field of radiology and imaging diagnosis, in terms of patent indicators. MATERIALS AND METHODS: Exploratory analytical study of information retrieved through cross queries in databases of intellectual property offices in Brazil (State Industrial Property Office [Instituto Nacional da Propriedade Industrial - INPI]), United States (United States Patent and Trademark Office - USPTO) and Europe (European Patent Office - EPO). RESULTS: There were 277,057 patents in the field of radiology and imaging diagnosis. Of this total, 7,800 were registered at INPI (3 percent), 65,428 (24 percent) registered at the EPO and 203,829 (73 percent) issued by USPTO. Brazil is a signatory to 1,732 patents published by the INPI, 80 by the EPO and 26 by the USPTO. Overall, 219,993 (79 percent) patents were related to electronic devices strongly linked to information technology in health care, ultrasonography, tomography, magnetic resonance imaging procedures as well as to images generation, communication and archiving, and 57,064 patents (21 percent) dealt with technologies related to radiation protection and dosimetry, nuclear physics, electrotherapy, magnetic therapy and radiotherapy. CONCLUSION: The results indicate the weakness of the domestic production of patented technological innovation in the field of radiology and imaging diagnosis.

ABSTRACT

The aim of this work was to evaluate the innovative performance of herbal extracts applied in cosmetics area, based on information collected from Brazilian, American and European patent banks. Analysis were carried out to evaluate the number of patent deposits from each database, the patent applicants profiles, the companies with most patent applications, and also the main uses of herbal extracts in cosmetics. Based on the results achieved, the number of patents filed at the Brazilian patent bank is much lower than that observed in American and European patent banks. Although the number of patents is limited, the analysis indicated a range of cosmetic applications that acts according to the international market trend, represented by a large number of multifunctional products.


O objetivo deste trabalho foi avaliar o cenário da inovação referente a extratos vegetais aplicados no setor de cosméticos, com base em informações extraídas dos bancos de patentes brasileiro, americano e europeu. Foram realizadas análises para avaliar o número de depósitos de patentes de cada banco de dados, o perfil dos depositantes, as empresas com maior número de registros de patentes, e também as principais aplicações dos extratos vegetais descritos nos documentos. Com base nos resultados obtidos, o número de patentes depositadas no banco de patentes brasileiro é muito inferior ao observado nos bancos de patentes americano e europeu. No entanto, embora o número de patentes seja limitado, as análises indicaram uma variedade de aplicações cosméticas que agem de acordo com a tendência do mercado internacional, representada por um número elevado de produtos multifuncionais.

ABSTRACT

Se describe y analiza la producción tecnológica de Cuba, registrada en documentos de patentes, procesados por la Oficina de Patentes de los Estados Unidos en el período 1997-2007. Se estudia la participación y el desempeño de la mujer en el desarrollo científico y técnico nacional con mayor impacto y visibilidad internacional. Para esto se utilizaron un conjunto de indicadores que permiten mostrar el comportamiento de la producción de patentes, así como obtener los datos necesarios para conocer el papel de la mujer en esta actividad. Se determinaron los sectores con mayores índices de producción y comercialización de tecnologías en Cuba, donde la mujer participa de forma activa; los períodos de tiempo más productivos y con mayor actividad inventiva, así como los centros e institutos de investigación e inventores con una mayor producción de patentes en el período de estudio. La mujer cubana muestra una fuerte presencia en la introducción de tecnologías del país en el mercado internacional en los últimos años.


The Cuban technological production recorded in patents documents processed in the United States Office from 1997 to 2007 is analyzed and described in this paper. Authors studied the woman participation and performance in national scientific and technical development with greatest international impact and visibility in the international field. Thus, we used a group of indicators allowing to show the patent production behaviour, as well as to obtain the necessary data to know the women role in this activity. The sectors with the greatest technologies production and marketing rates in Cuba were determined, where women have an active participation; as well as the centre and investigation institute, and the inventors with a greater patent production in the study period. The Cuban woman has a strong presence in introduction of national technologies in the international market in the past years.

ABSTRACT

Tras la poca asistencia de expositores extranjeros a la gran Feria Internacional de Invenciones de Viena, por temor a la reproducción y réplica de sus invenciones en otros territorios, surgió la necesidad real (hasta ese entonces encubierta) de la protección internacional de la propiedad intelectual. Así nació en 1833 el Convenio de París, primer tratado internacional que permite la socialización del conocimiento inventivo con garantías regionales. Este tratado, además, facilita que los nacionales de un país obtengan protección en otros países para sus creaciones mediante derechos de propiedad. Las patentes se convirtieron desde entonces en la forma más antigua de protección a los saberes o activos intangibles de una sociedad. Sin embargo, aunque es una de las formas más antiguas de protección del ingenio humano, no todos conocen las características del documento de patente y sus formas de protección; ni la importancia y el papel del sistema que las agrupan. Por esta razón, se ofrece una breve revisión sobre el tema de la propiedad industrial y muy especialmente sobre la importancia y ventajas del sistema de patentes para los análisis métricos con información tecnológica.


After the attendance of a very small group of foreigner expositors to the great International Invention Fair of Vienna, mostly due to the fear for the reproduction and replication of their inventions in other lands, it was realized that the international protection of the intellectual property was a real need (covert until then). Thus it was born in 1833 the Treaty of Paris, the first international treaty that allowed the socialization of the inventive knowledge with regional warranties. Also this treaty facilitates people from one country to obtain protection for their creations in other countries through property rights. Ever since, patents became the most antique way to protect the knowledge or intangible assets of a society. Though, even when it is one of the most antique ways to protect the human wit, few people knows the patent document characteristics and the ways it protects; or the importance and rol of the system that groups them. This is why it is offered a brief revision on the intellectual property subject, and especially, on the importance and advantages of the patents system for the metric analysis with technological information.
